Congressman Toby Tiangco has been a successful businessman before he decided to enter government service first as the Vice-Mayor and then Mayor of the City of Navotas. During his term as Mayor of Navotas ,still a municipality at that time, he used his knowledge and discipline in running a successful company to transform Navotas from a flood ridden dump site into a very progressive city.
Under his term, Navotas garnered recognition as the Cleanest and Greenest Municipality in NCR three times. Navotas was also awarded the Best Municipal Peace and Order Council, Best Municipal Police Station in the NCR successively over a period of 9 years.
Now, as the very first representative of the lone district of Navotas City, Congressman Toby Tiangco vows to provide the same discipline and focus in providing care and support for his beloved Navoteños.
